Volcanic Ash: Look beyond the glossy ads for straight info on ConAm2

The slick four-page political flyer barely fit in my mailbox. The Honolulu Star-Advertiser has found misleading information about the proposed Constitutional Amendment No. 2 (ConAm2), which would allow counties to fund infrastructure for housing and community development with publicly backed bonds. The money was provided by a super PAC associated with Pacific Resource Partnership, the political arm of the Carpenters Union and unionized contractors, which is also spending heavily on TV ads supporting ConAm2. The PAC had previously had to apologize to Ben Cayetano and donate to his favorite charities for spreading falsehoods about him in his unsuccessful anti-rail campaign for mayor in 2012. The RISE bonds (resilient infrastructure for shelter and equity) in ConAm 2 are primarily intended for new infrastructure to support new developments, taking the cost off developers. However, the ads suggest that fixing old broken infrastructure won't result in significant new future property taxes, and that the bonds will be repaid with future property tax revenues from new developments.
