Letter: Ensure bonds go to housing needs

On the face of it, floating bonds to support affordable housing sounds great. But let’s be clear, infrastructure improvements are typically the developers’ kuleana since their projects put loads on our sewers, water mains, power lines, roads, etc. The Honolulu Star-Advertiser has published a letter urging the government to ensure that floating bonds for affordable housing are used for infrastructure improvements, not just for housing. The author suggests that projects built with RISE bond support should be restricted to primary residents and other restrictions like up to 120% area median income in conjunction with affordable workforce mortgages. She also expresses concern that developers get lucrative deals only to buy new housing units for investors instead of residents. The transparency and checks and balances on RISE bonds are being promised, so housing is not an investment strategy for those with money.
